Dr. Rafla-Yuan currently serves on the Council of Advocacy and Government Relations for the American Psychiatric Association, previously serving on the board of the California State Association of Psychiatrists, and as the legislative director for  for the San Diego Psychiatric Society He has chaired talks with the office of former US Senator Kamala Harris and is a former United States Department of Health and Human Services - Substance Abuse and Mental Health Administration (SAMHSA) Minority Fellow of the American Psychiatric Association.
Combining clinical and policy expertise, Dr. Rafla-Yuan has worked as full-time Congressional staff in the U.S. House of Representatives, where he developed the bipartisan 988 Implementation Act, and served as Health Counsel for  Rep. Tony Cárdenas (D-CA) and staff director of the bipartisan 988 & Crisis Services Congressional Task Force.
